Dictator of the Sea
Conflict between Navy and Pirates - you have one of three actions - reveal a face-down tile on the board, or activate your own WHale/Shark if revealed, or spend treasure to bribe opposing unit and replace it with your own. If one side has no units on the board, the other side wins. When all tiles are revealed, you win after 10 moves with the highest total from captured opposing units and remaining units of your own.
