As one of the powers in Meridia you fight for economic dominance, but too much greed can trigger a revolt among citizens. You start with a rating of 0 and win, if at the end of a turn, the social stability is higher than 0 and you are the only player with a rating of 10; or if the social stability is higher than 0 and you are the only player with the lowest rating. A round comprises five phases, which all players resolve phase by phase. 1. Upkeep. 2. Voting - for proposals on the  table. 3. Proposals - lay down an action from your hand for a proposal - 4. Activation - check if a proposal is activated by enough votes, score it and discard it. 5. End of turn - checking for victory conditions.
