Crooks

 

Master criminals search for small crooks who can be sent out to steal and burgle. Targets are laid out in a row, players’ master criminals in a column. Then you place face-down crooks next to the hangouts according to the rules. In a turn you can recruit and steal - select a hangout, pay 1 $ per card there and choose a cards to place it openly with a target, in the row of your master criminal - or pass. Face-down placement of a crook costs 1$. Effects of openly placed crooks are resolved -> money, card manipulation, looking at concealed crooks, etc. When all have passed, hidden crooks are revealed and targets go to the crook / master criminal with the highest value. Target card values can be modified by crook cards. If you accrue the highest total of points from targets and majorities of crooks of a gang color, you win.
