In six dog boroughs, you want to secure the biggest share. 72 cards show a dog and a vote value and a color for the borough. 12 cards are placed for a 4x4 frame, representing the dog council. The active player can 1. hand a borough = all cards of a color to a player without such a borough. Ten, 2., you put a card into the council next to another card. If this results in a value >10 in column or row, you take all cards that correspond to color or race of the card you placed. If you fill the last slot in the grid and cannot take cards, you then take all cards that do not correspond to the card you played in color or race. You win when both stacks are empty and all hands are played, if you have the majority in one borough and fewest penalty points from your remaining boroughs = color sets.
