12 new city cards and the wooden „Count“. The city cards are placed at the
start of the game, the count is in the city. A player who entices a scoring
without scoring himself may put a man into the city. If later a region is
finished he may transfer a man from the city in this region, from the castle
into a city, from the smithy onto a road, from the cathedral to a monastery and
from the market to a meadow. The count blocks a quarter, no man may be
transferred from there.
