As a city planner you construct your own city and must concern yourself with the necessary employment opportunities, ecology, city finances and happiness of the residents.

In your turn you can do up to three action: You must do the Architect action option and can do two more actions, selected from all four options, and you can do those three actions in any order of your choice. Architect: You take an open-faced city tile from the main board and put it into your reserve. Space in reserve is limited to three tiles. Planner: You place a tile from your reserve onto your city board on a free case; to score it, the tile must be connected to the city center. Effects of a new tiles on all score tracks are instantly resolved. Engineer: You       switch positions of two tiles on your board or swap one tile from your board for one from your own reserve. Mayor: You remove all tiles from the main board and draw four new ones from stock.

When someone has filled his board and all others have completed one more turn or when there are no tiles left on the main board, you win with most points after deducting points for free cases on your board and penalty points if your city has more residents than available jobs.

In the advanced game goals are added and Spy for a fifth action, the spy steals tiles from other player’s reserve, but costs two of three actions in a turn. In the Party Mode you search with one hand only for suitable tiles from the heap and place them on your board within the run-time of the timer.

A solid game, easy and rather abstract, providing little interaction – urban development for beginners or casual gamers, so to say.
