Develop your realm in the city state of Tempest! In a drafting and tile placement game you set up your city; you connect buildings to resources and the harbor with canals and win prestige by planting gardens. You draft and play cards to build by placing tiles or to resolve the card. Industrial buildings are scored when they are connected to all resources and workers as well as the harbor.
