Players try to collect points in parliament by legislating laws, at the end the player with the highest score wins.  In his turn one can play an institution card or propose a law and have it discussed or be lazy and exchange 2 hand cards. To suggest a law one needs a certain number of representatives in parliament as stated by the law card. Laws are discussed by playing institution cards or character options, consequences of the cards let the law pass or even steal it. If a player manages to have the Schröder’sche Neuwahl passed or to steal it, he wins the game immediately.
